Governance, “principle and key”

The results of the capacity assessment of SRs of the Regional Community Observatory project on HIV treatment in West Africa carried out in February / March 2017 revealed the need to strengthen the capacities of SRs, as well as those of 'ITPC-AO, in order to enable them to adequately implement and supervise the deployment of the ORCTO project. Emphasis was placed on good governance. Good governance is necessary for an organization to operate effectively, achieve its objectives and accomplish its mission.
The workshop, which was held from June 18 to 22, 2018 in Bassam, aimed to show the merits of strengthening the capacities of SRs of the regional community observatory project on HIV treatment in West Africa in order to get better performance.

What is good governance?
Governance is none other than the implementation of a set of devices (rules, standards, protocols, conventions, contracts, etc.) to ensure better coordination of an organization's stakeholders, each holding a bit of power. , in order to make consensual decisions and launch concerted actions.
In a nutshell, governance is a form of multi-stakeholder management. Decisions are no longer the work of a single omnipotent decision-maker (or group of decision-makers), but the result of consultation after having carefully weighed the pros and cons according to the various interests of the stakeholders.
The creation of value must be effective in the sense of each of the stakeholders. In optimal mode, the exchange between the different stakeholders is therefore more the result of negotiation than of a balance of power.
The session of Monday, June 18, 2018 started with an opening word from Ms. Astou Diop, ITPC-AO President. She was delighted to speak at the opening of this important workshop on governance. Indeed, at a time when accountability remains a sacrosanct principle in program management, compliance with the rules of governance must mobilize our energies on a daily basis.
Governance through the separation of roles between the management body and the executive body must be a reality within our organizations.
Each entity fully playing its part, the boards of directors must direct, influence, guide and supervise the work of the executing bodies which apply the guidelines and are responsible for the operational implementation of projects and programs.
As such, the management of conflicts of interest must be a reality at the level of the networks of people living with HIV under recipients of the ITPC / Global Fund project. “I remain convinced that our constructive discussions, the pooling of our rich, diverse and varied experiences will allow mutual enrichment for the greater good of our organizations. I wish a frank and active participation to all and an excellent workshop of exchanges and interactions in the room and outside the work rooms. »
Solange Baptiste, Executive Director of ITPC Global also spoke to the members of the ITPC West Africa Board of Directors and the SRs present in the room. She stressed the importance of this workshop but above all the importance of governance and its application within the countries responsible for the RCTO project.
The objectives of the week were achieved and the various participants left Bassam very motivated and aware of their respective tasks.
