Archived RECRUITMENT OF A CONSULTANCY CABINET TO CARRY OUT THE INITIAL EVALUATION AS PART OF THE IMPLEMENTATION OF THE RELIC SANTE PROJECT
- CONTEXT AND JUSTIFICATION
Côte d'Ivoire is one of the West African countries most vulnerable to climate change. The proximity of the equator, with a concentration of 80% of economic activities on the coast, partly explains this vulnerability. Climatic phenomena increase risks for the health of Ivorian populations because the high variability of temperatures and precipitation impacts the epidemiological situation in the country. Aware of this vulnerability, the Ivorian State has been mobilized for several years in the fight against climate change. This commitment is reflected in the international conventions and agreements on climate change from which the country is a party.
However, adaptation issues are not yet sufficiently introduced into the planning and implementation of development activities. This leads to a lack of ownership of the problem by communities, particularly in relation to their health.
Furthermore, indicators linked to certain diseases sensitive to climate change need improvement. In 2020, the incidence of diseases sensitive to climate change, among others, malaria, Acute Respiratory Infections, diarrheal diseases was respectively 173.43‰, 54.77‰ and 17.76‰.
Cross-referenced information on the incidence of these three (03) pathologies in the different health districts made it possible to identify 10 health districts with an incidence higher than the national average. These health districts are divided into 03 zones as follows:
- Zone 1: Anyama, Dabou, Grand Lahou, Jacqueville;
- Zone 2: Bouaké North-East, Bouaké North-West, Bouaké South;
- Zone 3: Tiébissou, Toumodi, Yamoussoukro.
Also, ITPC-WA initiated the RELIC health project to help provide a response in reducing the impact of climate change on these diseases in thirty (30) localities in these health districts.
To have the basic information to carry out project interventions, ITPC WA recruits a consultancy firm to carry out an initial assessment.
- GOALS
2.1- General objective
This mission aims to carry out an initial assessment on the problem of climate change in relation to the diseases which are susceptible to it, among others, malaria, Acute Respiratory Infections, diarrheal diseases in the 30 localities of the 10 health districts identified.
2.2- Specific objectives

- Conduct a retrospective collection of key indicators on the three diseases from districts and health establishments for the last quarter of 2023 (October, November and December)
- Organize qualitative data collection through a documentary review, conducting individual interviews and focus groups with health officials, local communities and key stakeholders involved in the response to the three diseases,
- Carry out an overall review of the project and formulate the guidelines needed to achieve the project's objectives.
- Develop a map of community-based organizations (CBOs) in the 30 localities;
- EXPECTED AND DELIVERABLE RESULTS
The following results and deliverables are expected:

- mission start-up report is produced;
- An initial evaluation is carried out to guide interventions over the three years of implementation with an initial evaluation report available;
- A document mapping the OBCs of the 30 localities in the form of a database is available.
- METHODOLOGY
The consultancy firm will make a technical and financial offer proposal which will be analyzed with a view to its selection for the mission.
The recruited firm will work under the supervision of a team set up within ITPC WA.
- DURATION OF THE MISSION
The duration of the consultation will be 20 working days from the date of signing the contract.
